This research report aimed at exploring the status of the proposed community forests, basically in terms of what they are doing and why community forest handover was delayed or denied. This report explores field-level contexts, directions and practices of community forestry in the ‘Tarai, Inner Tarai and Churia’ as it was treated as special policy ‘region’ after the revision of forest policy in 2000. It also brings to light the aspects that remained relatively unexplored and informs widely on the Tarai forest management through an extensive work. This study does not engage on the theoretical aspects around this theme, but concentrates on actual practices of community forestry at the village and district levels. The report thus presents the status of handing over, institutional development and forest management activities of local people, the availability of ‘technical’ services needed for community forest handover, the state of progress and constraints for handover, and the reasons why handover is denied or delayed by the authorities.
